My Developer applied for the Certificate of Final Completion at the end of April of this year. I was advised that as my villa complies with the original planning and building certificate it should only take about 1 month. To date it still doesn't appear to have been issued. Is this normal? As I am not on the island at the moment I am unable to actually go up to the District Office to chase up and therefore have to rely on the Developer to chase. Is there anything else I can do?

One month to issue a certificate of approval is somewhat overoptimistic! Typically it takes around six months assuming there are no problems - see http://www.cyprus-property-buyers.com/law/planning.htm

Has the property been inspected yet?

As I said, I'm not in Cyprus at the moment so I don't know whether the house has been inspected. The Developer has the keys so I guess they will liaise with the authorities.

Having just read the link you posted in your reply, I am a bit perplexed. I understood that legally, services (i.e. electricity) cannot be connected to a new property until the Certificate of Final Approval has been issued. Presumably 99.99999% of the population have lived illegally in their property at some time in their life. This seems unbelievable. Hey, but I guess -- This is Cyprus !!!!

All that's needed to connect electricity is a building permit. I'm not sure what's needed for water (but it is metered).

Same for the water Nigel, since it is the local authority that issues this, they will not connect you up until you have it.

Thank you for your previous replies to my question. It is now well over a year since the application for my completion certificate was made and when I was in Cyprus in early March, my developer telephoned the Planning Office (whilst I was in his office) and was told that the certificate would be issued by May at the latest. Guess what - still no completion certificate. As I no longer live in Cyprus it is extremely difficult to find out the reason for the delay. Without an AX number or Deeds I cannot put the villa on the books of any Agent other than my own developer and I desperately need to sell. Any ideas as to what to do next?

You can place you villa with any agent, you do not need the AX number or title deeds although they do help.

These things can be ascertained once a buyer is found. Placing a property for sale with a developer means little chance of success since he would rather sell his own than yours.
