In addition to what Nigel has written, the non-paying member will not have any voting rights at the AGM while communal fees are outstanding!

Not sure that is the case!

Surely repossession by the bank would not absolve the owner of responsibility for the debt until the property was ultimately sold and the final debt was realised? If it wasn't realised, then presumably the owner would still be liable for the shortfall?

Firstly, did your father leave a will as this will determine your entitlement to his estate?

Secondly, is the estate in Cyprus or the UK, or a mix of both as this could affect your liability for inheritance tax in either country?
